Since we are using the APR, which is also used by mod_dav_svn, and assuming that apache / mod_dav_svn do not limit log file sizes on windows, I would think it is best to match mod_dav_svn's implementation.

At some later time both implementations could be changed.

I will be looking in more detail at mod_dav_svn implementation (and emails on this list) and report back what I find.
