I suggest looking at the various discussions that have occurred in the
past about this topic. Many of the questions you're asking now have
already been discussed. Not to say that decisions have been set in
stone or anything, but there's no reason to duplicate effort.

I seem to recall some lengthy emails on the subject from Ben
Collins-Sussman, back when he was working on adding operational
logging to mod_dav_svn. There was a lot of discussion about the
svnserve side of things, and while it wasn't implemented, you should
be able to use it as a starting point.

So in short, the list archives are your friend, use them ;-)
