No, it's not lying, and it's still 'broken' in current trunk.
The history tracing algorithm changed in 1.3.0 to resolve a problem
whereby unrelated files could be accidentally considered to be related
(see issue #1970).

Unfortunately, the design of this feature caused the problem described
in this issue [1], and no-one who understands the current design appears
to have had time to subsequently review this problem (which appears to
be general, btw, and not specifically linked to 'svn diff').
