I think Peter means that we shouldn't bump the WC format between
public minor revs if we don't have to. Altering entries to a non-XML
format *would* bump WC's format - but if we did it before 1.4, as far
as everyone who uses our packaged releases is concerned, we just had a
format bump between 1.3 and 1.4. (Only dev's would have seen the
current interim changes; their WC's would be upgraded too - but for
people using public releases, they'd see the format in 1.3 and then
have their format bumped to the non-XML format w/1.4 - bypassing the
format we're at right now...) -- justin
