I don't believe anyone is currently working on it. However, we would
definitely want to have it supported for 1.4, I think.
This isn't something we would backport to 1.3.x, and I don't see why you
should have to - surely it wouldn't be hard for the Debian neon
maintainer to provide libneon24-dev, libneon25-dev and libneon26-dev
packages simultaneously? (All conflicting with each other, obviously.)
