It is not intentinal, at least not in the long run. See issue #2139.

I think it is fine to allow this function to be extended to allow all
valid XML names in the future.

I know. It just caught my attention:-) That's what you get when you
do some cleanups in an area:-) (I can fix this myself if no one
objects, of course).
