issue with perl bindings and apr-1.2.2

I've found that the perl bindings do not compile against apr-1.2.2

The cause of this can be found in the fact that the generated makefile
does not take the CPPFLAGS from apr-1-config into account, and as such
does not specifiy -D_LARGEFILE64_SOURCE. Adding this flag fixes the bug.
