Folks, is this enough of a nuisance that we ought to change it in our default
config for new repositories, or would most people find the present setting
about right? Presumably there's a down side to increasing this - like
requiring more memory on the server.

You might want to remove or update that comment, as the linked message appears
to have nothing to do with this, being about setting properties from Subversion
hook scripts. (Maybe the archive has been modified.)
