Over and over, people on users@ or in #svn ask, "why doesn't 'svn
diff' have a -w switch??"

If libsvn_diff had the ability to ignore whitespace differences, we
could make the -w switch (or whatever we call it) available to both
'svn diff' and 'svn merge', which are basically 90% the same codepath
anyway. And of course, 'svn blame' could have the switch as well.
