Which I'm stronly opposed to: there will always be good reasons not to
release version X.y.z now, but in a few weeks, because trunk has nice new
features/fixes which we want to release soon.

libsvn_wc has had some extreme improvements right after branching 1.3, which
I think our users are entitled to, with or without ra_serf (which in my
opinion doesn't solve as nearly as big a problem as the libsvn_wc fixes in
wc-propcaching and wc-replacements).
