One other thing that hasn't been mentioned yet and that is the hooks.
Weren't the hooks designed and intended to let you plugin in mailer.py to
send lock notifications? That doesn't really solve the problem but I
thought I would remind sussman of that feature since he did not mention
it.

It sounds like a web page that runs and displays svnadmin lslocks might be
the right answer.
