svn_1.3_releasenotes.html is shipped with our official 1.3.0 tarball.
I removed the warning so that the official 1.3.0 tarball wouldn't have
a big red warning in www/svn_1.3_releasenotes.html stating that
Subversion 1.3 has not yet been released.

There's a race condition here: svn_1.3_releasenotes.html says that the
warning won't be removed until Subversion 1.3 is officially released.
But, the warning needs to be removed before we can produce a "final"
tarball of Subversion 1.3 for testing. So, what to do?
