Uh?

1.3.0 is not released yet. Experience teaches us that we can't say
for sure when a release is "close", much as we'd like to believe
otherwise :-). The potential harm of removing the warning before the
release is much greater than the potential harm of having the warning
for a while after the release is out.

In the former case, someone might see the lack of warning and assume
that 1.3.0 is out, and that therefore the tarball named "1.3.0" is
okay to use (even though it turns out it's not, and we had to
reroll). This would be Very Bad. We could have a premature Slashdot
announcement or something, as a result.

In the latter case, all that happens is that someone doesn't upgrade
quite as soon as they otherwise would have, and maybe we have a few
questions from confused users about whether or not 1.3.0 is out. No
big deal.

Based on the above reasoning, I've reverted r17942. Let's please do
nothing to imply that a release is out until it's really and truly
out.
