Annotate broken on trunk on Win32

Annotate/blame seems to be broken on trunk on Windows -- the 1.3
branch works fine.

Here's what I get:

C:\Projects\Subversion>svn annotate
http://svn.collab.net/repos/svn/trunk/build.conf
svn: File 'C:\Temp\tmp\tmp.2.tmp' has inconsistent newlines
svn: Inconsistent line ending style

I'll investigate deeper in a few days when I can.
