I'd like to review this, but before doing this I just want to check: have
you tested this against old servers/clients? If not, the easiest thing to
do is to stip the server/client part from the patch and run the testsuite
(for all RA layers), and then repeating for the other part of the patch.
You'll get failures for your new test, but that's expected.

Also, did you forget to update the libsvn_ra_svn/protocol file with the
ra_svn protocol extension?
