For those of us newly christened as moderators, is there documentation
on the mailing list program we are running.

For example, the default reply address approves only the specific
message, is there a way to approve an e-mail address? There is
a weird tc-allow address in there which might do what I want, but I
don't want to do anything without see the docs, and right now all of
the @tigris addresses are coming for moderation before they go out.
