Thanks for the feedback on CHANGES, Peter. I committed all your edits.

I also just committed a rewrite of the 1.3 releasenotes, to be
consistent with the 1.2 releasenotes. It should be 'live' in 30
minutes, at which point we'll discover all the <div> errors I made
when the CSS stuff kicks in. :-)
