That will be in 1.4. It can't be done in 1.3.x (x>0) because it isn't
exactly small and critical and it changes both more APIs and protocols.

As Greg said, it is used by switch --relocate. Also, copy will ensure that
the copyfrom URL is in the same repository, moving an error from commit
time to the time of the copy.
