I just committed a first draft of the 1.3.0 CHANGES entry, so at least
our rc1 tarball is no longer blocking on that.

Three things surprised me:

* Despite all the work I see committed for issue 443 ("post-commit
hook output lost"), I didn't see the bug get finished. I guess that's
a 1.3.1 bugfix, then?

* Despite all the work on the wc-replacements branch, and the fact
that it got merged to trunk recently, I see no nomination to backport
it to 1.3.x. So I guess this will be a 1.3.1 bugfix as well?

* Issue 960 was resolved in trunk months ago -- the working copy now
stores the repos_root URL as a separate field in .svn/entries. But it
seems like nothing is using this yet. Is the Master Plan to get this
out to everyone in 1.3, then build features on top of it later on?
