l10n weirdness..

Hi,

today i noticed that patch files created with subversion also contain
translated "control" information.

In the partial patch file example below

"Property changes on" as property changes are listed without translation

is shown as

"Eigenschaftsänderungen" with a german locale.

I don't think that it is a good idea to translate "control" information
in the patch file. Whenever an svn aware patch utility will be available
it will have a hard time to find the property changes if svn doesn't use
a fixed info to mark them.

I think that svn should create the same patch file independent of the
locale settings of the machine it is running on.
