The 1.3.0 Release Candidate, and the Ruby bindings

I'm working on a comprehensive patch to fix segfaults in the Ruby
bindings related to pool-scoping issues in callback functions. This
fix will, among other things, fix the segfaults that Jani Averbach has
been reporting. I'm planning to commit this fix this weekend and I'm
hoping that the fix will make it into 1.3.0.
