If i got you correctly.

xsd it self is a valid xml with a schema, couple with namespace we
could have something more resillient. Xml and xsd will and definiely
evovle from the current version and vocabulaies, but to assume it will
be a mjor breaking changes and requires every single piece of code
technology a total re-write is some thing the consortium will never
do, unless they want to see it dying faceless death like MS
COM did.
