Right.
But it's also prevented when doing it step by step and I get the following
error message from TortoiseSVN when trying to set svn:eol-style to "native"
on a "application/x-tex" file:
"File '...' has binary mime type property"

I agree, that removing this restriction first would already help a lot. The
next step would be to improve SVN's guessing scheme for distinguishing text
and binary data. And as a last step (which obviously needs more discussion)
one could think of a general solution (possibly including new properties).
