You bet... the patch looks fine to me, except that it does not preserve
a backward compatibility div for #permissions. I'm not sure of the
history of the permissions anchor, or whether anyone may have old links
pointing to "faq.html#permissions", so I think it would be better to
leave a div for backward compatibility.

Other than that, it simply changes the few remaining <a name> tags to
<div id=""> and updates old "#wedged-repos" links to point to
"#bdb-recovery" instead. Should I go ahead and commit it?
