Should 'svn switch' update svn:keywords in files?

Should 'svn switch' update svn:keywords in files?

Because it doesn't and I wonder what is the workaround.

Maybe the creator of 'svn switch" thought that nothing changed, but it
seems HeadURL should change because if I delete one of the file having
svn:keywords and do an update using the same location used by the switch
the HeadURL is then updated in the file.
