issue #1533; diff and encodings

Hi,

When looking at att issue #1533, I realized that it might be a good idea
to try to get the whole picture about diff/merge and encodings/newlines.
That's what I am trying to do in the file notes/diff-encodings.txt. NOte
that this sketches some long-term plans; I'm not going to try all that for
1.3 (especially not UTF16 support). I'm starting with #1533.

If someone would have a quick look at diff-encodings.txt and give some
comments of the ideas in general, it'd be nice.
