I'm opposed to doing releases every three months unless we're willing to
support four old minor releases at a time (and we probably aren't).

If there's a security issue in Subversion, and we only put out point
releases for the current and previous minor version, then anyone who
hasn't upgraded Subversion in the past six months will have to take a
feature upgrade in order to have a secure installation. That's not very
friendly at all, especially when our compatibility policies can make
deploying minor releases burdensome to some installations.

Likewise (but less importantly), if a Subversion 1.1 user starts running
into a bug which has been fixed upstream, it's a lot less burdensome to
be able to deploy a new 1.1.x release to fix it than it is to choose
between deploying 1.3.x and 1.4.x.
