encountered this problem first, I was using TSVN (which provides
separate menus for the switch and relocate commands).

The documentation somehow needs to be more clear that --relocate is
about moving the *repository* and nothing else. I thought I had a good
understanding of svn ... but I got this wrong .. and I bet many many
others will too.

The sooner svn can grow the ability to do more --relocate sanity checks
(eg #2104) the better.
