Win95/98/Me support is not a compelling reason to get rid of the
recovery lock by itself. But I still feel like "no read locks" is
pretty fundamental to the design of FSFS, and that we need to design
around that when making enhancements. In that view, the use of the
recovery lock in FSFS is a bug, albeit a minor one.
