Attn translators: 1.2.x branch time closing in

Now that locking has been merged to trunk, I'd like to take the opportunity
to reiterate what that means for translations.

Soon, in one or two weeks, we branch for 1.2.x. At that time the branch
enters its 4 week stabilization period. Only major problems can restart
that period. (Note that this is all in HACKING too.) From that branch,
when time's there, we release 1.2.0 and any patch-fix releases as we did
with 1.1.x.

Translations need not be complete at branch time - although this certainly
would be great! After stabilization has started, translators can do more
translation work on trunk and backport that to the 1.2.x branch. No voting
required. Note that this procedure is in TRANSLATING and HACKING too. It
would however be nice to have complete translations at release time. Which
means that they have to be complete in 4 weeks.
