I can actually speak to that. Once part 1 is applied, the following 3 parts are
mostly independent consumers of the core subst.c changes (#4 depends on #3).
Since the compatibility layer exists in part 1, each of the subsequent parts can
be updated to use the new code independently without affecting the rest of the code.
