I don't think segregating the locking prototypes serves any purpose
except making someone add another #include and adding another file that
has to be managed. If there was any reason why someone would not need
to #include svn_lock.h, then maybe it would be worthwhile. The locking
is going to be part of the core libraries and isn't a plugin; no one is
going to compile Subversion with locking disable completely.

+1 to leave them where they are...
