tarball Apache required?

I am running Mandrake 10.0.

./configure reports:
checking for static Apache module support... no
checking for Apache module support via DSO through APXS... no

WARNING: skipping the build of mod_dav_svn
         --with-apxs or --with-apache must be used
==================================================================

There is no apxs on my system and rpmdrake can't find it in the
distribution packages either.

The --with-apache option is not explained. I tried /usr/sbin/httpd2,
/etc/httpd/, and /etc/httpd2.
In each case it fails, as in "Unable to locate
/etc/httpd/modules/dav/main/mod_dav.h"
Isn't this package supposed to build mod_dav and therefore supply mod_dav.h?

Do I have to build Apache2 from a tarball for this to work? If so, do I
need to configure special options?

The svnserve server works fine. Perhaps it would be easier to convince
people that they don't need web access. :-)
