Scarab cvs2svn migration

Can we get the go ahead to migrate to subversion? I would like to see it
happen on the b20 release. That is, as soon as b20 is tagged and
released all cvs commits are stopped, the repository migrated to
subversion, and the cvs repository becomes read-only.

This needs approval really by all the currently active commitors.

We also need to import the list of current commitors into subversion's
htpasswd file. (Who can do this?)
