[BOOK] Rules for translation project coordinators

Here is the file I was meaning to write.

In the end I didn't know much how to fill in the section related to
the Subversion community. After all, I don't know what is expected of
me, so please fill in the gaps. This file is only meant to be used
by the translation I'm leading, but it may be good to enforce this
for all translations, either the whole text or generic parts of it.

After your replies, we (as in translators community) should review
any changes and agree to them before the first of February.
