Well, it worked for me.
This is a clean subversion-1.1.1, compiled without bdb, fsfs repositories.

CMD: svnadmin "create" "repositories/special_tests-3" "--bdb-txn-nosync" "--fs-type=fsfs" <TIME = 0.151285>
CMD: svnadmin dump "local_tmp/repos" | svnadmin load "repositories/special_tests-3" <TIME = 0.030799>
CMD: svn "co" "--username" "jrandom" "--password" "rayjandom" "file:///home/flip/subversion-1.1.1/subversion/tests/clients/cmdline/repositories/special_tests-3" "working_copies/special_tests-3" "--config-dir" "/home/flip/subversion-1.1.1/subversion/tests/clients/cmdline/local_tmp/config" <TIME = 0.760961>
CMD: svn "import" "-m" "log msg" "working_copies/special_tests-3/new_file" "file:///home/flip/subversion-1.1.1/subversion/tests/clients/cmdline/repositories/special_tests-3/dirA/dirB/new_link" "--config-dir" "/home/flip/subversion-1.1.1/subversion/tests/clients/cmdline/local_tmp/config" <TIME = 0.943758>
CMD: svn "up" "working_copies/special_tests-3" "--config-dir" "/home/flip/subversion-1.1.1/subversion/tests/clients/cmdline/local_tmp/config" <TIME = 1.023125>
CMD: svn "export" "working_copies/special_tests-3" "working_copies/special_tests-3.export" "--config-dir" "/home/flip/subversion-1.1.1/subversion/tests/clients/cmdline/local_tmp/config" <TIME = 0.195758>
PASS: special_tests.py 3: import and export a symlink
