I hate to break compatibility, and I don't like to go against your preference,
but...

If I thought I could implement it in APR, I would. If I thought anyone else
would implement it in APR, I would wait for them to do so, but we've been in
that state for the last two years. I've had this hanging around in my patch
queue for over a year, now, and I think it's time to force the issue.

So I've removed it (r11868). I hope Brian or someone will implement it in APR
either when any OS/2 user complains, or ideally before that.

If it causes a lot of user complaints, then I will be happy to put it back
temporarily while I get one of the affected users to patch APR. At least we
would then know that such users exist, which we presently don't.
