In an ideal world, README.txt might be marginally better. But our
compatibility story gets a heckuva lot simpler if we merge the two
into 'format' instead, because we actually depend on the format file
right now, whereas we don't read the README.txt file (despite the
comment in the code implying we do). Therefore, let's merge it into
'format' and save compat headache.

I think 'format' is a pretty obvious place to look for more
information anyway, if someone's poking around in the .svn area.
