Well I think basing a decision like this on what a google result returns
today is pretty odd.

a) Not everyone has access to the Internet or Google.
b) Google results are dynamic and can change.
c) The top result does indeed point to us, but the second, third and
fourth do not. And they're equally valid results. There's no reason to
believe that we are guaranteed that top spot.

I'd much rather see us remove the format file and merge its contents
into the README.txt file. I'm already working on some changes to the
working copy that require a format bump. So we could make this change
fairly painlessly. The only drawback would be old clients would simply
not see the directory as a working copy rather than a working copy newer
than it knew how to manipulate.

An alternative would be to remove README.txt and merge it into format.
But I prefer README.txt as a name. Either way the majority of the
benefits of getting rid of README.txt can be gained by merging the two
files into one.
