[l10n] Postponing inclusion of 'es.po' in 1.1.x series

Today we're ready to cut 1.1.0-rc4 which is to be renamed (without changes)
to 1.1.0-final next week.

Last week I urged translators to update their translations to make sure they
could be included into 1.1.0. Some of them were not entirely up to standards
for the Subversion project. Most of these issues have been addressed, with
the exception of the state of 'es.po'. Because of the amount of fuzzy and
untranslated strings (~ 90% *is* translated; others have ~ 100%), I have
decided to give the spanish translation some more time to get up to date and
not include it in the 1.1.0 release. This has no baring on the inclusion in
any future release.

Please note that this is not because the project is not thankfull for any
work and contribution. Rather we set a high standard of quality for the
project and not releasing it now gives translators and contibutors the time
needed to achieve that standard.

Thanks for all the hard work already done and I sincerely hope to be able to
welcome the translation in 1.1.1.
