It already is a prereq for javahl:

javahl: javahl-java javahl-javah javahl-lib javahl-tests

I'm also not sure what you mean by the JNI headers we're bundling right now.
The only header files we're including now are the ones required for the C++
library. Or, am I misunderstanding? -- justin
