Because it was current when the INSTALL was written and it hasn't been changed. I could add 'or
higher' and run the risk that a newer gettext breaks the build. I will try 0.13.0 and update if it
works.

I'll fix this, I think my original patch pointed to http://mirrors.kernel.org/gnu/ and the gettext
was added later.

Which source tar file is this?
