The issue isn't incremental vs all-at-once, it's single-author vs
multiple-authors.

We want a single author, so a given release's entry is consistent
about what sorts of things it includes and excludes, how it's
organized, etc. I think it's impossible to achieve this with multiple
authors. The fact that multiple authors sort of implies incremental
writing is orthogonal to the real issue.

If we have a single author, whether he does it incrementally or all at
once is really up to him.
