No, it is what we did for 1.0.

You're maybe misremembering the long period of "let's slow down trunk
development and try to stabilize", and thinking that was the "freeze".
It wasn't. The freeze happened after that, and was on a branch, and
lasted over a month. Trunk development continued while the 1.0 branch
was frozen. The only reason trunk development slowed during that time
is because a lot of developers were busy with 1.0 testing, discussion,
etc, and because we did discourage really radical trunk changes during
that time. But this was due to the special nature of the 1.0 effort,
not because trunk was officially frozen.
