I wish you'd followed the dev@ list a bit more closely. We're actively
working on getting the perl bindings to work on Windows. It will not
happen in the svn-1.0.x series though, you'll have to wait for 1.1.

Have you looked at svk at http://svk.elixus.org/? (Yes, you need the
Perl bindings for that, too. :-)
