[PATCH] Issue 1846, client part

Hi,

Here is the client part of the patch for resolving #1846. It makes
svn_client__repos_locations use the new get_locations RA function. It
falls back on the old behaviour if that method isn't implemented at the
server.

As I said in the previous message, tests succeed both against 1.1 and 1.0
servers and ra_local.

So, if I see no objections, this will go in on Sunday or so.
