At one point I seem to remember Tom Lord offering up the "Arch"
code for use in Subversion (tho possibly to displace entire
portions of functionality).

Is it totally outlandish to think there might be a way to
steal/graft some of the merge-tracking and functionality
from svk to svn? (I suppose I single SVN+SVK functional merge
is totally out of the question, even if some of the tougher
choices about it could be made configuration options on being
distributed versus centralized, or to what extent)
