Does it always happen for the same file? Do you have any AddEncoding
directives in your httpd configuration, I wonder?

Otherwise, can you get a network trace with ethereal, or a neon debug
trace by putting in your ~/.subversion/servers file:

[global]
neon-debug-mask=130
