Sure, it never hurts. Even if there is an active patch manager, this
would save him some work.

My feeling is, the patch manager is basically there to clean up after
people who, for whatever reason, weren't able to do their own patch
management. People experienced with the project can usually do their
own, so no need for them to rely on the patch manager.
