As someone who has submitted two or three of those patches, I have the
additional question of whether I should be attaching them to the existing
incident or should I be waiting for some more clear guidance.

I think that Garrett was planning on reviewing the patches (when he has the
chance) but that may not have any bearing about when/who attaches the patches to
the incidents...
